Statements over uitoefening van essentiële veterinaire taken
Vanuit het veld komen er vragen over de uitvoering van bepaalde veterinaire taken op veehouderijbedrijven, zoals het opstellen van bedrijfsgezondheidsplannen. Vooralsnog zijn dierenartsen en veehouders gehouden om aan hun wettelijke verplichtingen te voldoen. De KNMvD heeft echter wel het initiatief genomen om over de veterinaire diensverlening tijdens de coronacrisis in overleg te gaan met o.a. SGD, LNV en NVWA . Zodra daar meer duidelijk over is, ontvang je nader bericht.
Intussen hebben zowel de World Veterinary Association (WVA) als de Federation of Veterinarians in Europe (FVE) statements uitgebracht over de uitoefening van essentiele veterinaire taken. De WVA wijst in overleg met de Wereld Diergezondheidsorganisatie (OIE) de volgende cruciale taken aan:
- national and regional veterinary regulatory and inspection services can oversee the integrity of public health,
- only healthy animals and their by-products enter the food supply to guarantee food safety for the populations,
- emergency situations can be addressed,
- preventative measures, such as vaccination against diseases with a significant public health or economic impact, are maintained.
- priority research activities continue.
De FVE wijst er eveneens op dat dierenartsen bij de cruciale beroepsgroepen horen:
While many countries are putting in place very stringent measures, it is important to remember that veterinary services are essential businesses, and must be considered as such.
Veterinarians and their teams provide important animal and public health disease surveillance to prevent disease outbreaks, including of zoonotic diseases. They secure feed security and that people have safe food to eat by ensuring only healthy animals and their products can enter the food supply. Veterinarians provide ongoing medical care and oversight as well as emergency services to ill and injured animals. The veterinary services also include the national and regional veterinary regulatory and inspection services, which oversee the integrity of public health. They also oversee veterinary services conducted in animal hospitals, mobile clinics, zoos, etc. Veterinarians also oversee the care of laboratory animals, which are critical to research medicines and vaccines, including research against COVID-19.
During this crisis, veterinary practices will defer routine and non-urgent procedures, when possible, to preserve medical and pharmaceutical supplies. Veterinarians will adapt practices to ensure an appropriate level of biosecurity and social distancing that safeguards the health of our animal patients and their owners.
Dit is ook de lijn die de KNMvD aanhoudt in ons overleg met de overheid. De tips en adviezen van de KNMvD zijn een aanvulling op de algemene richtlijnen van het RIVM. Het is de eigen professionele afweging van de dierenarts hoe de risico’s op infectieoverdracht binnen de praktijk voorkomen kunnen worden.
